Welcome to Municipal Affairs.
Across Canada, small cities and towns are grappling with a problem that feels all too familiar: a small group of repeat violent offenders who seem to cycle through the justice system without meaningful intervention. In Saskatchewan’s Battlefords region, that cycle has pushed local leaders to speak out—demanding change.
This summer, the Government of Saskatchewan, along with the mayors of North Battleford and Battleford, issued a joint letter to the federal government, calling for urgent Criminal Code reforms—including changes to bail laws that they say are failing their communities.
It’s a bold statement—and one that raises complex questions. How do we balance public safety with justice and fairness? What does meaningful bail reform look like? And how can small communities break free from the stigma that a few repeat offenders have left behind?
Premier Scott Moe has echoed those concerns, calling for stronger penalties for drug trafficking and pledging to fight the grip of crystal meth and fentanyl in Saskatchewan. Meanwhile, the federal government says legislation is on the way—promising tougher bail and sentencing laws.
But what will it mean for the people living in The Battlefords, where concerns about crime are more than just statistics—they’re personal?
Tonight, we sit down with Mayor Kelli Hawtin of North Battleford for an in-depth conversation. We’ll discuss public safety, the call for bail reform, the stigma that persists in her community, and what it'll take to move forward.
